PUD REVIEW BOARD MEETING
JUNE 28, 2004
The PUD REVIEW BOARD COMMITTEE held a called meeting on Monday, June 28, 2004 at 5:30 p.m. at Pooler City Hall. Members present were: Wilson Roberts, Don Taylor, Debbie Ryan Watts, Charles Archer, Dennis Jones, Tim Lovezzola, Larry Olliff, Councilman Bruce Allen, Councilwoman Rebecca Benton, City Planner Robbie Byrd and Zoning Administrator Jackie Carver. Visitors present were Jeff Halliburton of Thomas & Hutton Engineering Co. and Rick Fitzer.
The Foram Group is requesting an amendment to the Jabot PUD Master Plan (Barren Pointe on Pine Barren Road) Jeff Halliburton of Thomas & Hutton Engineering Company presented this request to the board for their review and comments. On June 18, 2001, the City of Pooler approved the rezoning of 136.69 acres ( Hugh Armstrong Tract) on Pine Barren Road from MH-2B to a PUD Zoning. Within the Jabot PUD Master Plan, the northern 50.15 acres were zoned for single-family residential and the southern 56.02 acres were zoned for multi-family. The Foram Group is requesting that the 56.02 acres zoned for multi-family be changed to a single-family residential zoning to develop Barren Pointe. Barren Pointe will have approximately 340 single-family units with an approximate 1.3 acre recreational site. Only one single access is proposed from Pine Barren Road. The maximum density approved in the Jabot PUD Master Plan for single family and multi-family designations is over 1000 dwelling units. With 340 units proposed in Barren Pointe, the net development density is 3 dwelling units per acre. Mr. Halliburton stated that a 40’ buffer is proposed along Pine Barren Road and a 25’ natural buffer is proposed next to the residential areas on the east and west. He discussed the four different tracts with lot sizes proposed along with the development standards. The minimum lot size proposed is 6000 square feet and the minimum lot width is 55’. Councilwoman Rebecca Benton asked in Tract D if the minimum lot size could be at least 7,000 square feet.
In response, Mr. Halliburton stated that some of the lots could be increased by encroaching into the buffer area at the rear of the lots but that the overall average lot size for the entire development is 8200 square feet. Commissioners Charles Archer and Dennis Jones are concerned about emergency access problems that could evolve with having only one single access from Pine Barren Road into this development. From a traffic standpoint, Mr. Halliburton stated that one access would be adequate for 340 homes, but he would look at other options. Commissioner Wilson Roberts stated that from a crime standpoint, one access is preferred.
Commissioner Roberts questioned the rear setback proposed. He would prefer to see at least a 20’ rear setback instead of a 15’ rear setback. There was also some discussion on the 3’/7’ side lot setbacks with a building separation of at least ten feet. The price range of these homes will be from $175,000 to $225,000. Shawn Hobbs, an adjacent property owner expressed his concerns about drainage throughout this area. With the timber harvesting on this tract, ditches probably have been covered creating drainage problems. Mr. Halliburton assured these residents when this project is designed drainage coming from off-site will be calculated in the engineering of the project. Barbara Sherrod, resident of Jones Road is also concerned about drainage in the area.
She asked about the large Oak Trees located on this tract if they would be saved. Mr. Fitzer stated that he would make every effort to save these trees. Mr. Halliburton agreed to visit the site and contact Mr. Hobbs to discuss his immediate drainage issues. Dennis Jones asked for a traffic engineer to review the entrance to this project in conjunction with the curved road and confirm by letter to the city that the project meets all safety regulations. With no other comments, Dennis Jones made a motion to approve the amendment to the Jabot PUD Master Plan contingent upon receiving the letter from a traffic engineer on the entrance location and the above concerns being forwarded to council for their review and consideration. Motion was seconded by Don Taylor and passed without opposition.
There being no further business to come before the PUD Review Board, a motion of adjournment was made by Wilson Roberts and seconded by Charles Archer.
