PLANNING AND ZONING MINUTES
APRIL 10, 2000
The
regularly scheduled meeting of the Planning and Zoning Board was held on Monday,
April 10, 2000 at 6 p.m. Members
present were: Larry Olliff,
Joe Harmon, Judson Trapnell, Debbie Ryan Watts, Don Taylor and Larry McKendree.
Zoning Administrator Jackie Carver, City Planner Tim Inglis and
Councilwoman Billie Tyler were in attendance.
Chairman Don Taylor called the meeting to order at 6:00 p.m.
The
minutes of the previous meeting were approved upon a motion made by Larry Olliff
and seconded by Joe Harmon. Motion
passed without opposition.
PUBLIC HEARING:
1.
Donny Tuten’s request for a variance to allow him to set up a sales
office in Garden Acres Mobile Home Park. Attorney Bob Galloway presented the variance
request to the board. He stated
that Mr. Tuten is requesting a temporary variance to set up a sales office
within his mobile home park. This
would enable Mr. Tuten to control the quality of homes brought into the park,
the set up and landscaping of each home. Chairman
Taylor reminded Attorney Galloway that according to the ordinance, if the
variance is granted, the sales office would need to be removed within six
months. Mrs. Carver expressed
concern regarding additional traffic and the safety of children that live in the
park. In response, Attorney
Galloway stated children do not play on that end of the street and minimum
traffic is anticipated. Commissioner
McKendree stated speed bumps are located throughout the manufactured home park.
With no public comment, a motion was made by Larry McKendree to approve
the variance request to allow Mr. Tuten to place a temporary sales office in
Garden Acres Mobile Home Park. Motion
was seconded by Judson Trapnell and passed with Debbie Ryan Watts and Joe Harmon
opposing.
NEW BUSINESS:
2.
Home Depot Landscape Plan Review for Tree Ordinance Compliance.
Douglas Kirby of Greensberg, Farrow Architecture
Engineering Development presented the Home Depot Landscape Plan to the board.
Chairman Taylor stated that he was impressed with the overall landscape plan.
With no public comment, a motion was made by Larry Olliff to approve the
Home Depot Landscape Plan for Tree Ordinance compliance.
Motion was seconded by Debbie Ryan Watts and passed without opposition.
3.
Carlton Company Site Plan Review Jay
Maupin of EMC Engineering, Inc. presented the site plan of Carlton Company’s
proposed truck maintenance facility.
Mr. Maupin stated only three of the nine engineering comments are issues
of concern for the board. First
item referenced tree ordinance compliance, second item is DOT permit and the
third item is Chatham County Health Department approval of septic tank and drain
field. Regarding the tree
ordinance, Mr. Maupin stated that 54 trees will remain on site and 5 additional
trees will be planted. Verbal
approval from Ga DOT has been received on the proposed entrance from Highway 80,
but not written approval. Application
has been made to the Chatham County Health Department for the proposed septic
tank and drain field. With no
public comment, a motion was made Debbie Ryan Watts to approve Carlton
Company’s site plan contingent upon all the engineer’s comments being
addressed prior to review by Mayor and Council.
Motion was seconded by Joe Harmon and passed without opposition.
A motion was also made by Debbie Ryan Watts to approve the landscape plan
for Carlton Company. Motion was
seconded by Joe Harmon and passed without opposition.
4.
Site Plan Review of Dorsey Properties Expansion @ 1490 East
Highway 80 Billy Dorsey,
Sr. presented the proposed site plan for a 21,100 sq.ft.metal building. Dorsey
stated that he has been working with his engineer to address Bill Nicholson’s
comments. City Planner Tim Inglis stated that Mr. Dorsey’s project is exempt
from LDA requirements. Chairman
Taylor stated that the board bases their recommendation on the engineer’s
review and comment. With
no public comment, a motion was made by Larry McKendree to approve the site plan
contingent upon all the engineer’s comments being addressed.
Motion was seconded by Debbie Ryan Watts and passed without opposition.
5.
Savannah Quarters Residential - Phase I Greenspace Plan Steve
Wohlfeil and Hal Kraft of Hussey, Gay, Bell & DeYoung, Inc. presented the
Savannah Quarters Residential - Phase I Greenspace Plan to the board. Street
trees from the list of preferred trees, will be planted along portions of the
road. Mr. Wohlfeil stated that the
trees located along the right-of-ways will be maintained by the Property Owners
Association. With no public
comment, a motion was made by Debbie Ryan Watts to approve the Savannah Quarters
Residential - Phase I Greenspace Plan. Motion
was seconded by Judson Trapnell and passed without opposition.
6.
Savannah Quarters Residential - Phase I Preliminary Construction Plan
Review. Steve Wohlfeil and
Hal Kraft of Hussey, Gay, Bell & DeYoung, Inc. presented the construction
plans for Savannah Quarters Residential - Phase I.
This project consists of the development of 81 single-family residential
home sites in the new Savannah Quarters planned community.
The roads and drainage system for this project will be private.
Mr. Wohlfeil stated that all the engineer’s comments have been
addressed. The sanitary sewer and
water systems for the project will be owned and maintained by the City of
Pooler. With no public comment, a
motion was made by Larry Olliff to approve the Savannah Quarters Residential -
Phase I preliminary construction plans. Motion
was seconded by Larry McKendree and passed without opposition.
7.
Sketch Plan of proposed additions to Fred Williams
Commercial/Recreational Area on Pine Barren/Quacco Road.
Michael Hussey of Stevenson & Palmer
Engineering Inc. presented the proposed additions to the previously approved
commercial/recreational area. Commissioner
Debbie Ryan Watts expressed her concern with the changes proposed from the
original design particularly in the area set aside for amenities.
She suggested a public hearing to make the residents of Pine Barren
Plantation aware of these proposed changes.
A motion was made by Debbie Ryan Watts to table this item to schedule a
public hearing for the residents of these subdivisions.
Motion was seconded by Joe Harmon and passed without opposition.
There
being no further business to come before the board, a motion of adjournment was
made by Joe Harmon and seconded by Larry Olliff.
