The regular meeting of the Pooler City Council was held on March 1, 2010.  Mayor Mike Lamb called the meeting to order at 6:00 p.m.  Present were Councilman Bruce Allen, Councilwoman Rebecca Benton, Councilwoman Shannon Black, Councilman David Burke and Councilman Mike Royal.  City Manager Robbie Byrd and City Attorney Steve Scheer were also present. 

The invocation was given by Councilman Allen and the Pledge of Allegiance was led by Councilwoman Black. 

The minutes of the previous meeting were approved as printed upon a motion by Councilman Allen, seconded by Councilwoman Benton, with no opposition. 

Report from the Standing Committees: 

FINANCE

Councilman Burke presented the accounts payable information for the month of February, making a motion to pay the bills in excess of $1500.00.  Motion was seconded by Councilwoman Benton and passed without opposition. 

PUBLIC SAFETY

Councilman Royal reported that the police department responded to 888 calls from February 12^th through the 25^th, totaling 4118 for the year, and that the fire department responded to 148 calls in February. 

PARKS & TREES/STREET/DRAINAGE

Councilwoman Benton reported that the parks & trees, street and drainage departments performed routine maintenance. 

WATER/SEWER

Councilman Stevie Wall was absent.  Mr. Byrd reported that the water and sewer departments performed routine maintenance and that the fine screen replacement and land reclamation projects at the wastewater treatment plant continue. 

RECREATION

Councilwoman Black reported that signups for men’s church and industrial softball continue until March 26^th, that the 10 and under and 12 and under boys’ basketball teams won the district GRPA tournament and will advance to the next level of play and that there are 35 teams participating in baseball/softball and 14 teams in soccer.  Further, that a new director has been hired at the senior citizen center.

BUILDING/ZONING

Councilman Allen reported that three (3) new single family residential and two (2) attached unit permits were issued since the last meeting, totaling 26 single family residential and two (2) attached unit permits for the year, with 440 inspections performed. 

Daniel Wescott of the Georgia Forestry Commission presented Mayor Lamb with a plaque certifying the City of Pooler as a “Tree City USA”. 

Mayor Lamb read aloud a proclamation in regards to the 2010 Census. 

Under OLD BUSINESS the following was discussed: 

1.  Requested zoning map amendment of 820 W. Highway 80 (315' depth) from R-1Ato C-P

Mr. Byrd presented a requested zoning map amendment, stating that it was tabled at the last meeting.  Scotty Fletcher, representing the owner Sandra Glick, stated that Mrs. Glick, who was present at the meeting, would like to withdraw her petition.  Councilman Allen made a motion to withdraw the request.  Motion was seconded by Councilwoman Benton and passed without opposition.  Mr. Scheer reminded Mr. Fletcher that Mrs. Glick would have to re-apply if she wishes to re-zone her property.  Mr. Fletcher acknowledged Mr. Scheer’s comment. 

Under NEW BUSINESS the following was discussed: 

1.  Request to waive special event permit fee for triathlon to be held May 1, 2010

Mr. Byrd presented a request from Mr. Steve White who is coordinating a triathlon to be held on May 1^st in and around The Farm at Morgan Lakes.  Mr. Scheer requested that the liability insurance for the event needed to include the City as a named insured.  Mr. White stated that he would make sure the insurance was in order.

Councilman Allen made a motion to waive the special event permit fee.  Motion was seconded by Councilwoman Benton and passed without opposition. 

2.  Approval of Lighting Services Standard Lease Agreement with Georgia Power for          street lights on Pooler Parkway from fire station to Benton Boulevard    

Mr. Byrd presented a lease agreement for street lights and a facade light on the Godley Station sign on Pooler Parkway.  Councilman Allen made a motion, seconded by Councilman Royal, to approve the agreement.  Motion passed without opposition.
